The provincial headquarters of each delivery enterprise should strengthen the coordinated development with the main e-commerce platforms and give full play to their role. The municipal bureau should strengthen the communication and coordination with the territorial procuratorial, network information, public security and other departments, and strive for work support. The fourth is to implement the relevant provisions of the newly revised "Express Delivery Market Management Measures". All enterprises shall establish management systems and operating procedures for the production, use, storage and destruction of express waybills (including electronic waybills) in accordance with regulations. Each municipal bureau shall inspect the implementation of the enterprise. Good practices formed in the process of promoting the application of private waybills are submitted to the provincial bureau at any time.

        Liaoning Bureau said that in the next step, it will combine the special action of the 100-day battle against production safety and the publicity and implementation of the "Express Market Management Measures" to supervise and inspect the application of private waybills by various municipal bureaus and enterprises to further protect the legitimate rights and interests of consumers.
